Free HTML download website builder — 5 tools compared.
"Free download" is a marketing phrase most website tools earn back in a footnote. We tested five tools in May 2026 against a strict definition: can you generate a website inside the tool, then walk away with a usable HTML/CSS/JS bundle, without paying anyone anything ever. Two pass that bar. The other three charge — but the charges differ wildly in shape (recurring vs one-time vs "$0-once-you-buy-the-app") and we'll spell each out.

The question we kept asking on each tool
If I build a site here and never pay, can I leave with files that work on Vercel?That's the test. Two tools answered yes immediately (Mobirise free, Pingendo). One answered yes-with-an-asterisk (Webflow — yes, but only after a Code-Export Workspace subscription). One answered no — but you already have the files because you edited them directly (Pinegrow). One answered no-but-the-fee-is-$49-once (NorthLuma).

Which website builder lets me download the HTML for free in 2026?
Two: Mobirise (free tier — limited to bundled themes; watermark on premium themes) and Pingendo (open-source-feel Bootstrap builder, genuinely free at all tiers). The other three in our audit — Webflow free, Pinegrow, NorthLuma — require payment for the HTML export step, though their payment shapes differ (Webflow recurring, Pinegrow $149 once, NorthLuma $49 once).
Is Webflow's free tier really free?
Free to design and preview on a webflow.io subdomain. NOT free to download the HTML — Webflow's Code Export feature requires a Workspace Core seat at $19/month or higher. If your goal is "design on free tier, download once, host elsewhere", Webflow's free tier won't get you there.
What's the catch with Mobirise free tier?
The catch is the theme library. Mobirise's premium themes (the more polished design vocabularies) are bundled into the $149 all-themes pack. The free tier ships ~3-4 themes which work fine but are visually distinguishable from the premium look. There's no watermark on free-theme exports; the limit is purely the design library.
Why does NorthLuma charge $49 when Mobirise and Pingendo are free?
Different work shape. With Mobirise and Pingendo, you spend hours dragging blocks, picking fonts, writing copy, iterating. With NorthLuma, you type three things and the AI ships a complete multi-page site in 90 seconds — the AI is doing the work the desktop builder asks you to do. The $49 is for that AI inference + the multi-page generation pipeline. If you're happy to spend 4-10 hours in a desktop tool, Mobirise free is a fine call. If you want the site this evening, NorthLuma is the cheaper path because your time isn't free either.
Will Mobirise / Pingendo / NorthLuma exports work on Vercel free tier?
Yes for all three. Vercel's free tier accepts any static HTML/CSS/JS bundle with global CDN, automatic SSL, and custom domain support — for indefinite duration if you stay under 100 GB/month bandwidth. Almost no SMB brochure approaches that. Netlify, Cloudflare Pages, and GitHub Pages all offer equivalent free tiers. Static-site hosting collapsed to free years ago.
Can I edit the downloaded HTML by hand later?
Yes for all five. The download is plain HTML/CSS/JS — open in any text editor, change what you want, save, re-deploy. Mobirise and Pingendo also let you re-open the project in the builder for visual edits. NorthLuma lets you re-run the builder with different inputs (free), or re-generate one block in place via /api/regenerate-block (shipped in our D3.2 release). Pinegrow's whole business is editing code visually, so that path is most direct there.
What's the cheapest way to get a multi-page site with real downloadable HTML in 2026?
Pingendo at $0 if you want to do the drag-and-drop work yourself with a Bootstrap vocabulary. NorthLuma at $49 once if you want the AI to do that work for you. Both produce indefinite-lifespan static HTML that hosts free on Vercel. The choice between them is really "do you want to design it or generate it" — both have legitimate use-cases.
